Introduction to the Lecture: Article 3 of the Paris Agreement establishes the negotiation mechanism of nationally determined contributions to climate change, and IPCC provides the guidelines for the compilation of national independent declaration of emission inventories. At the same time, in the 2019 Refinement to the IPCC Guidelines for National Greenhouse Gas Inventories, it is proposed in full for the first time to check inventories based on the greenhouse gas concentration from atmospheric concentration observation. Satellite observation is internationally recognized as an effective way to check the anthropogenic emissions and removals independently contributed by each party. Firstly, this report introduces the status and technical progress of greenhouse gas observation satellites at home and abroad; secondly, it introduces the assimilation and inversion technological approaches for inventory check based on satellite observation data and the simulation test of observation systems, and finally, it introduces the design ideas and current situation of the next generation carbon satellites in China.

Profile of the Speaker: Chen Liangfu obtained his Ph.D. from Peking University in 1999, and is currently Researcher of the Aerospace Information Research Institute (AIR) under the Chinese Academy of Sciences (CAS), and University Professor and Doctoral Supervisor of the Chinese Academy of Sciences. He is mainly engaged in the research of satellite observation theory and technical system of atmospheric composition. He is currently Deputy Director of the China Environmental Optics Professional Committee and a standing committee member of the China Ozone Pollution Control Professional Committee. He is also member of the general expert team of the national key research and development program "Research on Causes and Control Technologies of Air Pollution" in the 13th Five-Year Plan, Chief Designer of "Scientific Application System", the first Earth science satellite of the Chinese Academy of Sciences, and chief of "Research on the overall scheme of China's next generation carbon satellite", a key project in the field of Earth observation and navigation of the Ministry of Science and Technology in the 14th Five-Year Plan. His research results have been applied in satellite monitoring of environmental air quality in China.
